Los orígenes del Mitsubishi J2M Raiden tienen lugar en una especificación emitida en 1938 por la Marina japonesa about an interceptor monopost fighter. Los tres prototipos J2M1 desarrollados tuvieron desde el comienzo problemas con el tren de aterrizaje y con el motor, además de reducida visibilidad durante el despegue y el aterrizaje.

After some attempts to give the plane an engine with adequate power, the plane (nicknamed "Raiden") fue puesto en producción en Octubre de 1942, pero la entrada en servicio se realizó recién en Diciembre de 1943, with the model J2M3. Generally less performing than the Kawanishi N1K2, the J2M "Raiden" was put out of the first sight in favor of the other fighter. From 1944, apart an employement in the Marianne isles campaign, it gave service for the defense of its homeland against the American bombers. (The Allies nicknamed it "Jack").
